Nixon was not impeached!!! Nixon resigned before he could be impeached. Andrew Johnson was in 1868 and Clinton was in 1998. They were both acquitted.

Impeachment is the act of bringing formal charges against someone in office not the act of removing them.

Bureaucrats refers to workers in bureaucracies like FEMA, Social Security Administration, and the EPA. They are setup and overseen by congress. They have no authority to limit or expand presidential power.

Professor Mike has a pretty good answer except for area #2.

I worked for state government for 31 years (from age 21 to 53). So I know something about bureaucrats. Every 4 years, there is usually a new President or Governor. Career bureaucrats know that in another 4 years, they will be gone. So if the bureaucrats do not agree with the President - the Bureaucrat just keep a low profile, and if ordered to change something - do it very very slowly - by raising questions and delaying the issue. Usually, during the last year in office the President and their appointed staff are so busy in looking for jobs outside of government, that they leave the bureaucrats alone.

Presidents and Governors thinks they know the system. But bureaucrats, who have been in office - in some cases for decades - know how to block most changes.

{1} Former US President Richard Nixon, for his involvement and cover up of the Watergate scandal which was pardoned by Gerald Ford The only un-elected President in US history. Where after Nixon did the infamous "walk of shame" for all Americans to see on television.

{2} Former President Bill Clinton for perjury in his testimonies to Congress following the Monica Lewinsky b-low jo-b on Bill who squirted all over her dress, and he denied having any kind of sexual contact or intercourse with her.
