Because, Iran knows that World opinion about US and Israel has diminished over the past several years, and feels empowered by that context. But, they are militarily weak and is only politically posturing itself against renown countries such as US, UK, and Israel. They also couldn't take on Iraq, when Saddam was in power.

Because they have said as such. It's like Hitler, he said what he wanted to do and did it. Iran has stated what they want to do and are doing it. Allies failed to react to Hitler. We are trying not to make the same mistake with Iran.
