To test your theory, I have just shown my tabby female a bottle of Volvic (other brands are available!) and she has looked at me like I am stupid wondering why I am walking around the lounge showing her a bottle of water with no hint of fear about her or wanting to leave the room.

Half filled bottles of water placed around borders is an old game-keepers trick and is not proven.
The theory supposed that the light catches the water and is reflected in random patterns and startles the cat, however, in the UK the sun intensity is usually not strong enough to create a good refraction and our often rainy wether soon dulls the bottle reducing any effectiveness they originally had.

I've never heard of that, and I doubt it would work.
What I have seen is bottles of water set in a garden to help avoid freezing. Water holds a lot of heat, and setting a bottle of water near a plant will give you a few degrees of higher temperature near it, which might be life or death for a plant.
Maybe the gardener is just real thirsty?

Its because the cats will jump on the bottles of water make a noise and is supposed to frighten them away from your garden

I've never heard of this. Orange peel around the garden is best to keep cats out.

I believe it's because people thought that a cat would see it's reflection and be scared and run away. Don't think it works

cats see the reflection of their eyes in the water and are supposed to be scared of it.
I have cats and dont mind telling you that it doesnt work.

its not water its small bottles of amonia they dont like the smell so dont go on your plants
