Witness a crime bad enough to go into the witness protection program.

Become a member of the mob then strike a deal with the US Attorney's Office to enter the witness protection program.
All other ways leave a paper trail as it is illegal to change your identity to avoid paying bills etc. You can change your social security number and your name thru the courts but these will be of public record so really if they have your old name they will easily get your new name and new social security number as anyone can view it.
You could move to Switzerland and disavow your US citizenship. Then ask for a new name when you apply for citizenship. Switzerland doesn't have an extredition treaty with anyone that I know of, but perhaps that could be your next question on yahoo answers.

renounce your us citizenship then move to another country than come back as a foreigner, not an illegal, go about it the right way, but then you can tell them who ever yoiu want 2, and can get a new ss#, but if your finger prints are on file this may not work, and it would be perfectlt legal, cuz lyin about your name isnt a crime, or you could even get it changed while you was in the other country
