Actually, Japan is currently facing a strong decrease in population and is currently trying to find ways to encourage more people to have children.
As far as conquering "crappy" countries is concerned, I think you are forgetting an important part of the European colonization of Africa and the Americas: the wars for independence! The nations you mentioned, Botswana and Namibia were once ruled by Great Britain, like America, and they fought for independence. The cost of fighting in such wars would be a great burden to Japan.
Also, if Japan suddenly launched an attack on Namibia and Botswana, the ENTIRE WORLD would be against it, and therefore Japan would make a lot of enemies. Not even its ally the US could stick up for it! Even the UN would not stand for something as crazy as a Japanese invasion of Africa! It doesn't make sense.
Japan has no reason to colonize other nations!

someone fell asleep during history class esle they would have learned what happened with all those colonies which aren't colonies any more.
Anyhow with a declining birth rate this is not really a problem.Japan is more worried about soon having a large aged population and small young population
And the entire (4!) major island(s) (and thousands of smaller ones - look at a d*mn map, it's not one island!)) is not bulging at the seams all over. There are many places were there are very few people such as in Hokkaido for one.

Like others have said the Japanese population is on a gradual decline so over population is the least of their worries.
AlsoI don't think bigger population means they should have bigger lands. I mean think about it.
The US is so darn huge but most people live in the major cities. THAT's why it seems so crowded. Same with Japan.
Everyone lives in the major cities like Tokyo and Osaka. Nagoya is also on the rise these days.
Japan doesn't need to colonize, they just need to spread out more. Especially up north.
Of course me myself would choose to live in Tokyo if I lived in Japan. =P

There are hundreds of depopulated rural villages in Japan that wish they had some fresh blood from the cities, or at least that their young people would stay. Last time Japan tried to colonize other countries, that didn't work out very well.

They've been trying to colonize China for nearly 400 years, but the problem is, even if you kill 100 million Chinese, they reproduce so fast, colonization is impossible.
I suspect they will have to use nukes, sadly China has nukes too.
