If you are going for the gothic pale look I would suggest Mary Kay Ivory 100 Full coverage liquid foundation. It does not cause break outs and lasts all day. It is their very lightest color. If you want a pink undertone, Ivory 104. Yellow undertone, Ivory 102.
Great stuff and will look more natural then most foundations made for people with a very light complexion.

to make it pale with make up use a light color foundation or if you want your face naturly pale were a sun hat and never let the sun shine on your face

What you need to do is love the skin your in. Respect yourself and your skin and never put yourself down in anyway. Something that helps you to achieve a healthy mind and skin is a keeping positive attitude and eating healthy and drinking tea.

use a big powder brush and use baby powder, and if you want it more yellow then white use mac loose powder
