Officelive.microsoft.com. You can get a domain site for free, but you need a credit card. No money is taken from you credit card but it was the best move I made

Yahoo Geocities is free, but lame. Go Daddy is a cheap alternative that would get you your on domain name and they do the hosting, all for a minimal fee

if you're doing it as just a site (HTML) then you could probably use anything from Microsoft's Office Live to Yahoo's Geocities.
If you're looking to use any web languages like php, asp, etc. then you are going to be hard pressed to find a GOOD, secure and reliable host for free.

Creating download netscape composer and you can use any web hosting site you want since composer creates all the html for you.

Try www.freewebs.com. I'm basically commited to them. They have options to either be completly HTML supported or not HTML supported at all (except for bits and pieces inside of paragraphs that you can post on your site).
