He's being restrained in a "Papoose Board"

Its a gntle but firm way of restraining a child for a medical examination. It wont hurt him and is actually quite soothing to some babies;

the papoose is a board with velcro straps like the other people said. it is used alot in EMS for restraining kids that have had traumatic injuries. it keeps the child held still and keeps them from moving around at all. properly applied it completely restrains the child making them unable to move. it is harmless for the child and will cause them only to get mad cause they can't move.

My son, who has autism and can't stand to be touched, used to request the papoose board when he went to the doctor or dentist. It was very comforting to be wrapped up.

it is something like a restratint he won't be able to move his head this allows the doctor to examine his eye it is just like a board that immobilizes his head
