All paints are made with different bases. Some are oil based, some latex, some acrylic. Different thinners for different bases.

paint thinner differ depending on what you are trying to thin. alkyd based paints (technically it is illegal to manufacture an oil based anymore, they are all alkyd) are best thinned with turpentine. water based paints are best thinned with floetrol - NOT WATER. water breaks the paint down, doesn't thin it properly. if you try to thin water based paint with water it has a negative effect on viscosity. anyway, long answer short (too late) paint thinners are additives that prolong the drying time of the paint, giving the paint ample time to self-level, thereby reducing brush strokes and orange peel.

they thin the paint to make it easier to spread the paint you can use water to thin out acrylic and latex but you have to use a thinner made for oil base paint though.

Paint htinners are intended to just as the name states: THIN OUT THE PAINT,
There are several on hte market and you would use the type necessary for the kind of paint you use.
Ask your paint dealer for the specific type necesary for your paint.

If you are referring to paint thinners in art, then you might mean turpentine, which is handy for thick or clumpy and dried paints, but smells something terrible.
