Sounds like your power supply is failing or is underpowered.

well usually when the comuter screen begins to "move" its usually because of turning on a nearby TV or other magnetic-field type device. Try using your computer away from these electronics to see if thats the problem.

Sounds like bad AC power. You should get a UPS from APC at your computer store. I've had my PCs on UPSs since 1997. Makes them last longer too.

Replace the fan, your CPU is over heated.
