I have blue eyes, and what makes my eyes pop are violet and teal (blue-green). I use gray or a neutral earthtone for the crease.
Fun afternoon: go to a store with a bunch of cosmetic counters and ask for an updated eye makeover. The artists will push their latest colors, but you can take note of what colors and combos do best for you. And it's free.

Most blue or hazel eyes look great with lime colors, even natural
earth tones colors, dark colors make you look washed out or even too much. I have been told if you go too dark on blue or light eyes you can find yourself looking like a racoon so a very torquiose blue looks nice if you want a darker more exotic look.
Also your skin tone has alot to do with so make sure you check your tone of your skin cause fair skin and olive tones are much different. Some olive tones can appear autumn, or even summer with beige aftertones so you need to check your color tone and the season of your skin.

Use brown because it is a contrasting color and will make the color pop
Almay has a specific line for making eye colors stand out and instructions for how to apply. You can get that at drugstores or Walmart and it's not to expensive

Is that you in that little picture with brown hair? If so i'd go with neutrals, light purples, and lavendars. Never wear blue eyeshadow if you have blue eyes.

Try Almay's eye color specific line (available in drugstores and at Wal-mart and Target, etc..), they really make it easy for you with coordinating mascara, eyeliner, and shadows!
*Another tip*
Wearing a bit of WHITE eyeliner on the inside rim of lower lids makes you appear more rested and alert!
