The renter will pay for all utilities. So who's name should the bills be in? Phone, gas, elec, etc. Would the utility company allow the bills to be put in the renters name? The condo is in New Jersey?

I rent a condo in Florida. All utilities are in my name, and there was no issue with the utilities companies. All the renters need to do is inform them that they are a new tenant. Inform the utilities companies that you have tenants and that they will be switching the utilities to their name soon.

If the renter is paying, they should be in renter's name. One should never have bills in one's name if one is not paying for them.
