At my school, they have computers running windows XP and my friend showed me this really cool way to tilt the screen, he did it by pressing Controll + Alt and then the direction of which you want to tilt it (the arrow keys). I thought this awesome and i went home and tried it, but nothing happened.... is there another way to do it? Am i doing something wrong?

you have to have the right video card and the correct driver/software installed for said card for this to work most times.
look on the back of your computer, if it plugs into a separate card (like near the bottom of a standup type of PC) then check the manufacturer's website to see if screen manipulation is supported.
if it plugs in to an on-board connector (usually up near where the keyboard & mouse attach) then it's about 90% sure that it wouldn't be supported.

First... Why would you want to? Second, there's usually an option on your monitor's controls. Look straight ahead of you, it might be beneath a panel, but there should be a couple buttons on your monitor. Click the menu button, and then there should be several options. V-Rotation is what you're looking for.

It depends on the graphic card you are using and the shortcuts it is assigned to it.

It has to be supported by the video card.
