I need some details on Wilhelm's childhood and how it affected him as an adult. For example, the foreign policies that he implimented that reflect on his relationship with his parents, particularly his mother.

The book, Born to Rule, which is about Queen Victoria's 5 granddaughters that became queens, covers this pretty well. It portrays him as a self involved power hungry individual.

I think this quote from the Kaiser later in life was illuminating:
