Well. Let me see. I'm just trying to read his mind here alright.
I think it's true that he still likes you and he's not ready to let you go first. But there's also another possibility that he's trying to make you feel guilty. Why, this is because I do believe that most humans have big ego that it is almost impossible for him/her to admit that they're completely defeated by love. But you don't have to pity him at all. Everyone in this world will have a chance to break someone's heart. I believe that your ex had broken other girls' hearts too. So, since he did mentioned that you guys still can be friends, why not? Just don't repeat the same mistake again.

I think he still likes you and being friends with you is a way to keep you close to him. He is not ready for you to be out of his life and that is his way of telling you that without having to come out and tell you.

he means--that he loved you a lot and left his heart broken---its still broken and its gonna saty broken because he's not with you :(
