Restart the computer
Press F8 every 2 seconds until you get a boot menu
Choose Safe Mode
In safe mode only the minimum system requirements are loaded.
Use the mouse and see if you have the same affect. If the mouse works fine than you either have a program that is using too much RAM (memory leak), a problem with your user profile, or some other software issue.
If you still have problems with the mouse while in safe mode it is faulty.

If it's wireless, you need to replace the batteries. If it has a ball, try removing the ball and cleaning the area inside. If it is a laser mouse, try using it on a different surface to see if it does anything different. Sometimes laser mice don't like dark surfaces and need lighter surfaces to reflect the laser off of.

if you are using an optical mouse, you must change the surface where your mouse is working on, make it a black surface, of a non bright surface...if you are using a mouse with a ball, try to take the ball out and clean what inside that mouse....if nothing happen try to reduce its speed (if its so fast ) from control panel

If it has a ball, it needs to be cleaned, Pop out the ball and wipe it off and blow out the dust and stuff, this should work unless it's worn out, then you'll need a new one. I went through 2 before getting the one without the ball, it has a light, and is much better

you should use a harder surface such as your desk and if that does not work check under your mouse and see if there is a ball missing or something in the way

sounds like you either need a new one or take the bottom part off and clean where the ball is inside that might help. good luck
