In FireRed you can find surf in the safari zone when you get to the end. You can't use it until you get the badge from fushia gym, aganist Koga a psychic type can quickly defeat him team.

You need to beat the water gym leader to get the Tm Surf. To train for the gym leaders. Choose one main pokemon and walk around in the grass again and again and keep fighting the wild pokemon that pop up. I did this and now I have a lvl 100 Rayquaza, and a lvl 100 Deoxys.

you must be talking about pokemon red,and not firered i presume? TM Surf is in the safari zone and its considered a prize,get it,and afterwards if you defeat Koga,teach a water pokemon Surf,go to the water's edge and press A on the water
as for Koga,if its Pokemon Red and not firered you are playing,using ground or psychic pokemon will be the best choice
