Holland (The Netherlands) in 1974 and 1978, and also West Germany in 1982 and 1986.
Hungary, Czechoslovakia and Brazil have also lost two finals, though not consecutively.

There have been two teams that have been beaten in the World Cup Final in consecutive editions.
The first was the NETHERLANDS. Armed with a tackling defense, a great midfield, and an attacking powerhouse leaded by one of Football greats, JOHAN CRUYFF, the NETHERLANDS lost the 1974 World Cup Final to ARGENTINA. In 1978, it lost to WEST GERMANY (now present GERMANY). The Netherlands reached the SEMI-FINALS once after, in FRANCE 98, where it lost to BRAZIL in the SEMI-FINALS and CROATIA in the THIRD-PLACE PLAYOFF to win 4TH PLACE.
The second was GERMANY.(who was called WEST GERMANY because of political problems). They germans have always produced great talents in defense, midfield and offence. The first lost was in 1982. It lost to a spirited ITALIAN side that was leaded by the rejuvenated, and as well one of World Cup greats, PAOLO ROSSI. It's second lost was in 1986, with a large part because of an inmense talent in their side with Football Great DIEGO MARADONA leading the way. Since then, GERMANY still has kept a great track record.Ironically defeating the same ARGENTINA side 4 years later, two conscutive QUARTER-FINAL winners, a SECOND PLACE finish, and recenty a THIRD PLACE finish in 2006.

NETHERLANDS lost back to back FIFA World Cup final against WEST GERMANY in 1974 & ARGENTINA in 1978. they were the first team to have lost in successive FIFA World Cup final.
WEST GERMANY was also the other team, losing to ITALY in 1982 & ARGENTINA in 1986.
