As a fish exporter I would say that shipping a single fish would be all too costly and time consuming. There are many aquaiums in colombia that breed betta and im sure you can buy plenty from there. I you are very fond of your fish i would believe that you would not want it to die, so i think your best option would be giving it away as most shipments end up with pretty high mortality rates. Im not sure if your betta would make it alive.

The reality check involves whether your Betta even knows you exist and don't you just recognize it by its appearance?

Start by taking a photo in color of the fish.

Next find a friend you can give the fish to as a gift.

Last, when you get settled go into a pet store in Colombia and show them the photo so they can sell you a replacement.

Even if it's legal the chances of it surviving that trip are not good. Changes in climate and stress can cause the fish to die. They can be pretty delicate. I don't suggest it if you are attached to your fish.
