8 ms or lower is what you should be looking for nowadays. Anything under 16 is considered acceptable, but consider the current progess in LCDs, you should really look for 8 or lower.

The lower the better. But this will generally bring the cost up a bit. Also keep in mind that the larger the display, the higher the refresh rate will be. Viewsonic has a 2mS LCD which is the VX922.

8ms is about average right now, and should be fine for pretty well anything you will be doing. If you will be watching alot of movies then I suggest something around a 5, but it will bring the cost up.
