You will have cold water only. I would, however, recomend shutting of the hot water, at the shut off valve, below the faucet. If you have a mixing valve (single handle), the cold water will flow more consistantly, without water wanting to travel back down the hot line.

If the water heater is shut off as in "just not heating" you have nothing to worry about. If the water supply to the heater has also been turned off, make sure you don't use the hot water taps or you may drain the tank and cause damage to the element if it is turned back on still dry; but you can use your cold water taps and the toilet in any case.

Use only the cold water tap. I'm no expert either, but I've always been taught not to use the hot water tap If the unit is shut off. I think it would depend on the type of service, gas or electric? and instant or storage type. You would be in danger of "frying" the unit if the water has been drained and not refilled before it's switched back on, the same principle would apply to the instant type.

Yes, if your hot water heater is shut off you can still use your water and, yes it will be cold.

if it is simply turned off, then yes, it will come out normaly (just as cold as the cold water) but if the water heater has it's incoming water valve turned off, then no, it may run for a little as it looses pressure, but it will quickly turn off

you may want to close off both one. locate the valve on the water heater inlet and close it off or locate the water meter for your position, frequently close to the line and turn off the valve. you may likely use a similar wrench that you may apply to interchange the leaking attitude end lower than your sink.
