"America" in this sense is short for "United States of America". It would be too cumbersome to call people United States of Americans. They're Brazilians, English, or French, not American.

You don't use skin color to determine anything, you use national origin. A person moving to the US from Brazil is a Brazilian-American, and a person from England is a British-American. A white person from Africa is an African-American. Some black people who live in this country don't identify themselves as from African decent, so they wouldn't be African-Americans. I wouldn't assume a name based on a person's skin color. Ask them first! Ask them, "how may I address you?"

No, because English and French people aren't American.
But for Brazil, it depends what they prefer considering they are South American... If they are descendents of African people; then maybe they would like to be called African Southern American lol. If you want to be literal.

"African American" is a silly term in the first place. It is an attempt by several political movements started by black people living in the United States to identify their cultural heritage. But Africa isn't a culture, it’s a continent comprised of thousands of different cultures. No one calls themselves an Asian American or European American. Home is where you hang your hat. If you are from Bazil, you are Brazilian. Skin color shouldn't matter.

It's funny to see people who are african descent to always be considered African-American, because that is the term offends people the least. I remember my teacher talking about africans in africa, and instead of using Nigerians, or Sudanese, she would just say African Americans. I was going to correct her, but I was in 6th grade, and I didn't want to sound like a smart azz.
