I like it. Cell phones are way over-used. I hate seeing and hearing people on the phone everywhere I go.

I don't think it's rude.
If they let me make the rules - there would be signs that say:
Will not serve you until you turn your stupid phone off!
Especially hate it when they are rude to the person running the cash register in a store - they are so busy on the phone and then yell at the worker 'cause the worker is not a mind reader and can't tell when they are being spoken to or if the idiot is speaking to someone on their phone. It's even worse since blackberries started being used.

No, a lot of australian stores like cafes and other food establishments will not serve you or take your order if you are on the mobile. They think mobiles have taught us to be rude to people that serve us, and that if we stop and say thank you and please, it will give us a more human touch.
I think all establishments should adopt this practice.

I think this sign hits the spot....people are so rude when they order when on the phone.....then wouldnt like it if the person taking the order was on the phone and taking their order at the same time....truly the person on the phone its going to make a mistake while giving the order. . .I would see them on the phone and i would say Ill get to you when youre ready sir/mam....next!

There looks a loss of sensoring of their heads and mouths. maximum well mannered??? Ehhh none of them. they might all be rude and crude.

In my opinion i think it is appropriate because it will be rude to the cashier in you are talking on the phone and maybe he/she is tired of it and warns them before they actually order so he/she has less of it!
