If you read (or re-read) the first 10 pages or so, you'll get all the information you need.

Basically, Scrooge despises the poor. He clawed and scratched to achieve his success in business, and he has no patience or tolerance of those in need. When the Christmas charity collectors come to Scrooge's office, he is about as insensitive about the plight of the poor as it's humanly possible to be, suggesting that they should all be in prisons or workhouses. And if, as one of the charity workers suggest, many of them would rather DIE than go to one of those places, Scrooge (in one of his most famous lines) says that they should go ahead and die, "...and decrease the surplus population."

Nice guy.

Scrooge doesnt like the poor. He wont give money to them. He thinks they should die now and make the the surplus population decrease. Go to Sparknotes.com and that is the basic part of the book. Just search a christmas carol there.
