Perhaps she's getting unwanted attention due to her small frame and large breasts. If you think she's not abnormally large and her breasts aren't going to cause health problems (bad back, inability to exercise), I'd suggest you dissuade her from the surgery - perhaps even have her talk to a professional who could dissuade her.
It's been many years ago and I don't know if the procedure has changed since then, but a friend of mine had breast reduction surgery back in high school. I remember her pulling us into the bathroom to show us and my horror at the scars left behind. The worst, however, was her explanation of how they had had to remove her nipple and sew it back on, leaving her nipples with less sensitivity as before.
I doubt a surgeon would go ahead with this surgery unless they were certain she had stopped developing, too. Here is a web site with some information for you both to look at:

She really really should wait a few more years (till she's 20) because she may not be done growing yet in that area.
If she is big she probably has back pain/shoulder grooves/rashes under her boobs or what not. I understand her totally and I'd really consider letting her, as long as she is old enough, considering some doctors will NOT do them until the girl is over 18.

I had the same problem since high school and I am 28 and just got one back in june 2006 I wish I could have gotten one long ago.....people dont understand a lot come with the big breasts its so much different than someone getting implants .....first off yes it makes u self consious you get so much attention not just from guys but from everyone ...its like thats the first thing they see.....second off you feel uncomfortable all the time because they are in the way ......when your breasts are big you cant do what others take for granted such as running , exercising, and things of that nature because its just uncomfortable.......eventually her having big breasts will lead to back pain and shoulder grooves and if she already has shoulder grooves and bruises than that alone is reason for a reduction.....please take this advice from someone who has been there......

I think you should let her decide - having large breasts is a a real impediment in terms of being able to exercise sometimes - plus you get REALLY unwanted attention from boys often the wrong sort - they tend to objectify you because of the size. Back pain can be a factor caused by the type of bra you are forced to wear. Make sure she goes to a good surgeon and gets a reconstruction which is proportional to her figure. Maybe she should wait until she is 18 though because girls tend to grow till then and her bone structure might catch up with her chest size.
At the end of the day though it is her body and her choice.

My friends sister had E's when he was 16 and she got breast reduction.
If i were you're daughter i would want breast reduction too. That can lead to back pain and they'll start to sag.
If she wants children then they'll get even bigger so you should get her the breast reduction

I have a friend who had this done as a teenager. She was extremely large, and they got in the way when she played sports. If she were my daughter, I'd make sure you both had all the facts about the procedure. Learning about this together will be a bonding experience, and she may end up having second thoughts.

Is she just self consious? If that's the reason, I'd say no to breast reduction. She should accept herself for who she is.
But, I also know people who got breast reduction because their backs were killing them.

If they are hurting her, she should get one. They can cause scoliosis and other back problems to people who are not strong enough to support them.
In the mean time, get her some more supportive bras, maybe the kind with the cross-back posture support.

Make her an appointment with doc for a consult and get his/her opinion. Don't think they will do surgery until she is through growing.
