if its an ATX mini or standard tower, or even a Micro atx tower , you have alot of options,, you could upgrade your whole system, to an new style cpu like a socket 939 for amd or 754 for intel,, those are the boards and pinsets, that accomadate all the newer 64 bit and dual processors, , you could buy a nice 7200 rpm hd drive at least 100 gb,

Put Linux on it and use it. Ubuntu will work nice on that and you canlearn basic Linux, Vista might make it onto some PCs but Linux is about to bust out all over, be ahead of or on top of the free and real technology.
