yes, but most of them are terrified of the loud noise. I suggest a bust buster. You can get an off brand one at wally world for like twenty bucks I think.

I am not sure if it is very safe for you but I am sure it won't really hurt your goat too much- but you will definately make your goat mad when you pull its hair!
