The websites are alright for the paper boats, but do you also know that engineering classes in many colleges also have a contest where the students are given (X) amount of cardboard, they are told to design, build, and then get in and race in their boats. But if you are just wanting a novelty paper boat, I'd use the other responder's answers.

fold a rectangle piece of paper in half lengthways
fold bothe folded corners up about holfway into a triangle shape
then fold the top edge down to meet the triangles and then again to fold over the triangles
turn over
fold the same with long edge on the reverse side.
Open up and happy sailing
this can also be worn on the head as a hat !!!
