Using hydraulic cement is good advise but the proper prep work must be done before applying the cement, you must chisel a v groove into the crack and clean out the loose material after you have done this. As you are using the patching compound keep the wall wet with a spray bottle. Hydraulic cement sets very rapidly so only mix enough that you can apply in a five minute time period, remember to start at the bottom of the crack and work your way up to the top. After the cement has cured it is advisable to apply a coat of thoroseal waterproofing compound to the wall. If you do not have the skills to preform this task, a two part polyurethane caulk is available through Jennels Concrete Products,( I believe Home Depot may have a similar product) you simply apply this with a caulking gun directly into the crack. The first application I described to you is a better process.

there is a product called hydro cement made to fill openings in concrete, like where your water pipes come through the foundation. you can get it at the hardware store. also grade the ground outside the foundation so that water runs away from the house. make sure that the ground outside the wall with the cracks is higher next to the house. also make sure that your gutters have extensions at the bottom to divert the rain water out away from the foundation, too. good luck, if the cracks are small enough this should work.

yes, take a trip to home depot , local hardware store etc. ask for a hydro-sealing compound. there are several brands and all do the same thing --
when mixed with water to a paste like consistency and forced into the cracks the mixture will expand and "plug" the seam as it dries -- follow the package instructions carefully -- especially about cleaning out lose parts of the cracked wall

the best method is to excavate the area around the trouble spot, clean off the foundation with a wire brush then broom after the wall has dried, coat the wall with foundation tar, then for extra measure, place a foundation membrane over top of that. make sure your eavestrough is draining and that the ground slopes away from the house.

you can paint your wall with a special white paint that absorbs into the blocks and repels water from coming thru ace harware or home depot sells it or walmart
