It's talking about someone naively walking right into the ocean. That person then got pulled under by the powerful waves that were rushing to shore. When the waves returned to the ocean, he was left there on the wet sand in pain.
The ocean waves pulling you in represents a powerful person pulling you into their evil plan.
The naive person left on the wet sand hurt represents the pain of being lured into a trap by someone who deceived you; your left with the sting of betrayal.

I think it falls under the idea the all living things come from the water, and it is all encompassing as we need water to survive. If the water dries, we, as well as all living things, cannot survive. Since the phrase implies that it will happen, 'i felt hurt' are the emotions and physical effects of that action.
