People who use personal assistants are usually highly compensated and their time is very valuable. They probably use employment agencies to find personal assistants. Why don't you find some people who are personal assistants in your area, and ask them where to start?
If you're entreprenurial, and it turns out that there are few PA's in your area but a high demand for the service, you might consider advertising and running a personal assistant service, like "Go'fer Girls" or something like that.

The salary can actually vary quite a bit because it depends on who you work for.
