I was adding oil and the cap fell inside somewhere under the hood.
I started it up and moved the car to see if it would fall out---it didn't. Is my car safe to drive to a garage? Can i just make a make-shift cap out of tin foil for the ride to the garage?

It is caught on something. You can drive it to a garage if you like, it will probably fall out on the road and you will have to buy a new one. Before doing that I would slide underneath and feel around on every obstruction, starting with the engine mounts. It is there somewhere.

You might spew oil all over the engine compartment and lose half of it. Before you do that drop something else about the same size from where the oil cap fell and see where it goes.

I have a feeling you did not look hard enough yet.

Place some duct tape over the hole and go to your local auto parts store and purchase a new cap, there's no need to go to a dealership, the cap may even fall out on your way to the parts store depending on where it landed.

Yes, it will be safe until you get another cap, look under the hood, the cap is just hung up on some hoses or wires.

i would use duck tape over the hole wouldn't want the foil to fall in side the valve cover. and you should be able to get a new cap at the auto parts store
