pH is defined as negative log of H+ ion concentration. Taking the negative log of 1.0x10^-8 gives you pH=8.

HCl is a strong acid, so you know it will dissociate completely. For weak acids, you must use Henderson-Hasselbach equation.

in case you assume it to o.oo4 molar then you fairly can calculate it. For 7bcfbacd98cfa6ce29d0ad821b14f9Cl molarity = normality = [7bcfbacd98cfa6ce29d0ad821b14f97bcfbacd98cfa6ce29d0ad821b14f9] P7bcfbacd98cfa6ce29d0ad821b14f9 = -log (0.004) P7bcfbacd98cfa6ce29d0ad821b14f9 = -log (4x10^-3) P7bcfbacd98cfa6ce29d0ad821b14f9 = (-log 4 -log 10^-3) P7bcfbacd98cfa6ce29d0ad821b14f9 = (-log 4 -(3)) P7bcfbacd98cfa6ce29d0ad821b14f9 = (-log 4 H+ 3) Please do something. i don't have a log table.
