its just a general guess there are that many rats in the world and as they can get into the smallest of holes it is estitmate that we are no further away than about 9 foot from a rat at any given time

I guess they are measuring the land area they are talking about compared to the estimated amount of rats in that area and dividing one by the other to come up with 9 feet away.

U.K. rat population - estimated at 60 million.
U.K. land area - 12.5 million hectares.
Which means that on AVERAGE, each rat and each human being gets about 10 square metres of space.
However, in the cities where humans live closer together and rat populations are higher, you each get an average of 3 square metres of personal space (or 9 feet by 9 feet...)

to be honest i think its all rubbish, think when your on a aeroplane your like 30,000 feet from the floor so no rat is whithin 9 feet of you as no animals are allowed in the cargo hold unless checked.
