It depends what your goals are. Do you want to lose weight, or are you training for something?

I don't think there is a good time or a bad time, as long as you do it. I find if I run in the morning I am tired all day. If I run at night, it puts me right to sleep.

Most people run in the morning because it gives you a boost for the day. But you must eat a healthy breakfast following the run to keep up a healthy metabolism. This means, high fiber, juice; avoid the heavy stuff that slows metabolism i.e., eggs, meat. Drink lots of water. Avoid running in the heat of the day or before bedtime. Some people cannot sleep after a workout because it takes a good while to relax the body in preparation for sleep. Do whatever works for you. May take a little experimenting.
