What does this mean and what kind of graph am I supposed to use to answer this question?

One way is to have number of accidents on the y axis and the time of day on the x axis. Plot a graph by countig the number of accidents on the y axis by the time of day along the x axis. It might look like a bell curve if most accidents happen in the middle of the day.
