You are seeing the hair follicle (according to Webster's: the tubular epithelial sheath that surrounds the lower part of the hair shaft and encloses at the bottom a vascular papilla supplying the growing basal part of the hair with nourishment.) Either you have very dark or coarse dark hair on your legs or you have very fair skin so that even after shaving you still see this. You may think that this is noticeable to others, however it may be virtually invisible to them. See if you can ask a good friend if they notice anything after you shave your legs. If you ask a really good friend they will be candid with kindness.

I have always heard you should shave with the grain and not against. However, if you shave after you get out of the shower while your face is still warm it doesn't matter. Shaving against the grain will yield better results if you want to get rid of the "little black dots." Don't buy cheap razors. Gillette is one of the best. Sharper blades for a closer cut. The hairs and shaving cream do not build up on the blades as bad either. Some cheaper razors will get that build up and so your blade is not shaving where the build up is. Buy a three or four blade razor. When you shave rinse your blade in cold water (not hot) after each passing stroke. Don't push the razor so firmly against the skin. Doing this causes cuts and rashes. A good blade such as a Gillette three or four blade razor, shaving cream with aloe and using an Aloe gel after shaving will do wonders. the Aloe gel may say it's for sunburns but it will cool your face and it's way better than any after shave lotion.

It's because your shave isn't close enough. Make sure to use a very sharp new razor. Right before you shave, put a hot wet towel on the area for a couple of minutes. It helps to open the pores and the hairs will stand up a little better so that after you're done, you have a closer, smoother shave.

Whenever your shave your still leaving hair in the folicle below top layer of skin. The best way to minimize this is to use a good razor, preferably one that has 2 or more blades.
Or if you want to eliminate it completely try waxing. It removes the hair by the root.

you didn't say what you are shaving but maybe try a new or different type of razor or if its your legs you are referring to try using something like Nair...might not be hairs at all but black heads

it is hair, it's just not above skin level. the only thing you can do is to nair or wax. both of those take the hair at the root so there is no hair to show.

Try nair or wax strips.
I would wax before I used nair on my face.
