Of my understanding of MSN I don't think you can know if someone is blocking you.

nah.. 1 no point making a new account.. they might block that aswell..
there is a build in feature..
Tools > Options > Privacy
there is a small button under the allowed n banned lists.. called "view" that will tell u who has u on there list.. and wether or not ur blocked by them or not

google msn blocker, then go to that site, type in their email address, if it shows that they are online and it's showing offline for you then it means that they are blocking you :-)

Create another account and then add that persons name, if they are online well they are blockin u.
