So I have been looking for a graphics tablet so I can start digitally painting things in photoshop. And I was curious does the tablets size affect how big of an area I can work with?

The size of the tablet mostly makes just easier to get a better quality of image as you can be more precise with a large area. But other than that, the size you are most comfortable with is still best. Personally, I have a larger sized Wacom Intuos 3 ;)

You can find good prices for Wacom tablets on Ebay also

Not at all. The size of the tablet works proportionally to the computer screen.
