Actually I look it it a bit differently. Sex leads to making out. Sex is a lot more fun if there is a whole lot of making out first.

as many times as the person who starts the making out actually wants it to lead to sex. every now and then a good make out session is great even without the sex,but most people who start making out want it to lead to sex

It depends on where you're at, if you're in a private place, I would say it always leads to sex, at least it does to me.
What's the use of making out if it doesn't lead to sex??
