The Sun rises approximately east everywhere. In the Arctic and Antarctic, situations can arise where the sun brushes the northern or southern horizon as it "rises" or "sets", but those are the only exceptions.

Perhaps not at extremely high/low lattitudes where it rises and sets only once per year.

Good question! Does the sun rise in the east near the poles?

Yes, if it were to rise in the west anywhere, that part of the Earth would have to be spinning in the other direction.. which is pretty much impossible.
