Theres 2 questions:

What is the plateau in the southwestern part of China that comprises one fourth of the whole country?
and
What is the plateau in southern China where much of China's rice is grown?

I think it's both Plateau of Tibet, but it fits more in the second question. What is the plateau name for the first question?

I think both of them are Plateau of Tibet...I'm not really good with history, sorry.

Well, Tibet wasn't supposed to be a plateau of China, but they took over Tibet so I guess it is now. Yunnan-Guizhou plateau in Southern China is where they grow some of their rice. But it's the Yangtze River basin where most of the rice is grown.

Yes, even before Tibet was part of China, it has always been called the "Tibetian Plateau".
