Marks and Spencer do short,medium and long leg,the short is 27" inside leg.

They are very modern too,my daughter buys her jeans from there as she is only five foot one.

first off...shop in petite sections of the store. I am same size as you but few inches taller at 5'4" and absolutely love Ann Taylor & Ann Taylor loft.

Secondly, find a good tailor, either at a dry cleaner or stand alone store. I have learned that being short and accomodating my size, nearly all pants I buy are too long. Measure the inseam (length the leg from crotch to the bottom of leg opening) of your favorite pair of pants with whatever shoes you wear with them. Have your pants taken up to match that measurement.

I have learned over time my favorite length is 29 to 29 1/2 inches. Most petites are 28 1/2" and regular is 31 1/2 to 32. So realistically I will never find pants the are the right length.

Gloria Vanderbilt jeans come in short sizes. Nordstrom's will hem jeans for free. Or you can buy jeans in the petite dept.

You probably need petite sections in places like Next, dorothy perkings or Topshop.
Or try kids jeans!
