Do your cardio in the morning. If you're training twice a day be careful that you're not hitting the same muscle groups on the same day. Cardio is hard to do when you're training that hard because your almost definitely using those muscles too often and not allowing enough down-time to rest.

The best time to do cardio is early morning on an empty stomach. In this way your body switch to fat burning earlier than if you do it after oats.

It is definitely more effective than any other time.

Apparently exercise first thing in the morning before breakfast is the best time to burn fat. This is because your stomach is empty so your body has to use stored energy to fuel your pre breakfast exercise. i.e. any fat you're carrying will be converted!
