It was a movie about two people that have a stopwatch that could stop time. I remeber watching it in the 80's.

Here's a possibility: A Twilight Zone episode called: A Little Peace And Quiet shown in 1985. It starred Melinda Dillon and Greg Mullavey This episode is similar in theme to an episode of the original Twilight Zone entitled A Kind of Stopwatch (first aired on October 18, 1963).

I think this one was from the '80's, it was color, and might have been an episode of an Outer Limits type show and not a full movie. Basically there is a woman who finds some sort of medallion that when a certain word is says time stops. I remember she stops time when two sales-people are at her door, she lies them down in the grass, and the starts time again and they are confused. The only other scene I remember is the last one, which was disturbing to me as a child. She was in the parking lot of the grocery store, and is getting more and more frustrated with all the loud, pushy people, so she screams out the word to stop time and everyone freezes, but for some reason she can't get time to start again and she is left alone.

You may be remembering a TV movie starring Pam Dawber titled, The Girl, The Gold Watch and Everything, based on a novel by John D. MacDonald.
It's only been shown a couple of times on tv, and that was a decade or so back.
The Internet Movie Database (IMDB) may be able to verify this for you.
