What exactly are they? Why do they come with shoes? Why do they come with beef jerky? What if i accidentally ate one?

The packets in beef jerky are oxygen scavengers and not desicant and are nothing more than iron filings. The filings react with the moisture in the packet and "eat" all the available oxygen in the bag until there is no more. This makes a great natural preservative. It is actually better than vacuum packaging. What makes them really great is, if you have a small leak in the bag or a semi-porous bag they will continue to preserve your product until you rust all the iron. You and your dog should be ok, just a little more roughage in your diet, but I can't vouch for the flavor enhancement :-).

to take up moisture and stop something becoming mouldy or rotting or getting moisture damage.

And they are not edible!! but should be of no harm - non toxic, if u are unsure go see a doctor!!

They're little pellets that absorb moisture. I don't know what would happen if you ate one, however I myself wouldn't.
