Sorry guy`s forgot to add that he has been working at a garage ( but not a m.o.t one ) since he was 16 and has his N.V.Q level 3 .
The guy who own`s the garage said he has good prospects but is unable to point him in the right direction as it is a family owned garage with only experience of fixing m.o.t failure`s not preparing them for the m.o.t .

Try VOSA, the agency that are in charge of MOT testing. However, I'd imagine he'd have to have qualifications in mechanics and be sponsored by an MOT garage, unlikely at 18.

My partner was going to do the same thing. I was told he would need at least 2 years apprenticeship in a gargage as a mechanic then he could go for the test.
