Theres a series of games called Romance of the Three Kingdoms 1-13 or so now. Its placed in the year 200 in China. This game is for the PS2, actually the newest one is coming out on February 7th, 2007.
In the game, you make a general and you are located in a province of your choice in China. You can eventually move up in ranks of your province from general to lord and such and gain more militart tactics.
You can choose to boost your economy or your military expertise, but either way its up to you.
