teachers say it to get you to figure it out. they want you to have the realization that you are obviously making loud noise and should shut up, as the noise isnt productive noise, but mostly crap talk about things unrelated to the task.
the pre-school sayings are the way young children learn, you dont always tell kids the answers, but allow them to make judgment calls and guesses. they learn through attempting answers, not being given them.

because theyre dumbing down for us the fact that we should be quiet with out getting fired for telling kids to shut up
