they are poplar trees that send roots up under everything and loose limbs in the wind.

I assume you have spoken with your neighbor and perhaps offered to help with the expenses. If all else fails, do what you have to do to protect your property and no more. I don't know where you are but here in Texas the offending plants from a neighbor's property are considered trespassors and if we only prune the limbs or roots which are on our property and the tree is damaged then we are not legally responsible. I know when I,ve done this for my customers and the neighbor gets upset and threatens to sue I just tell them to contact my lawyer and this stops them dead in thier tracks. I have found however that if I approach the neighbor on behalf of my customer (city people very seldom talk to thier neighbor) and explain the situation most have been very cooperative and some have even had there own arborist or landscaper doo the work so they can protect their landscape and everyone is happy.

You can't do anything unless the roots and limbs are on your property. Then you can remove them. The removal of roots will kill the tree. Have you tried speaking to your neighbor about the problem? You could take him to small claims court.

Do you have a neighborhood association to contact about this? Or check with your owner, or try to find out who the owner is next door and contact them (that is assuming you are making payments on the house, maybe your realtor, etc)

try pouring a strong salt water "on your side", might kill the yard but will also kill the tree...opps!

YOU CALL YOUR LOCAL BUILDING DEPARTMENT AND AN INSPECTOR WILL COME OUT.AND TELL THEM TO MOVE IT... JUST DID THE SAME FOR MY ROTTEN B****CHY NEIGHBOR AND LAUGHED THE WHOLE TIME SHE HAD TO CUT HER S***T DOWN....
